It’s prepared in a huge pot; it makes a tremendous quantity. It contains four kinds of meat and an entire jar of chili powder, not to mention ginger ale and milk chocolate.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The flavors are big and bold. And the man who created it is himself rather larger than life - a gastroenterologist and former internist for the Red Sox who declares that if he had 24 hours to live, he’d fly to New Orleans and have an oyster po’boy, fully dressed, from Domilise’s, followed by crawfish etouffee and Godchaux salad at Galatoire’s.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The Crescent City plays a big role in his life. During a summer he spent in New Orleans while he was in medical school, he was introduced both to the local cuisine and his future wife, Anne, who was born there. The Foleys visit New Orleans frequently.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;“I’m lucky to live in Boston and go back and forth,’’ says Foley. “They’re the two best seafood cities in America.’’ Now he enjoys experimenting with dishes such as chowder and jambalaya; the flavors of the Big Easy often serve as inspiration. Foley is a long way from the steak-and-potatoes diet he grew up on in Arlington (“Mom was an Irish cook,’’ he explains).&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;When the Foleys host up to 20 guests on Sunday for a Super Bowl party, they’ll be rooting for New Orleans. “I love the Pats, but if they can’t get in, I’m for the Saints,’’ says Mike Foley. “The Saints have better food than the Patriots, that’s for sure.’’&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Chili will be on the menu as usual. He’s been perfecting the formula for more than 15 years. He’s chasing a particular balance, and after years of trial and error, he feels he’s hit it.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;“Hot but sweet is the aim,’’ he says, preparing a pot on a recent bright, chilly Saturday. It’s in the service of sweet that he’s switched from beer to ginger ale, and the milk chocolate - he always uses Hershey’s - adds an ineffable something that, he says, stimulates “some kind of pleasure center.’’ (Chocoholics, you know just what he means.)&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Hot dogs are another item you just don’t expect to find in chili. Foley not only considers them indispensable, he’s quite particular about them.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;“We did some studies,’’ he says. Those were conducted “while tailgating at Trinity College’’ - one of his two sons is a graduate - “and the consensus was that the natural casing Kayem was best for chili.’’ Foley is careful to cook the sliced dogs just so before they go into the chili. “You have to saute them until they puff, and the meat kind of pops out.’’&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The gastroenterologist waves off the notion that spicy food might cause stomach upset.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;“Studies have shown that hot food doesn’t contribute to ulcers,’’ he says, though he concedes that some of his patients just can’t tolerate spicy stuff. He himself can only stand so much heat - “My tongue just can’t take it’’ - and his trademark chili doesn’t so much burn as tingle.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;You’d never call this dish health food, but Foley does make one small concession to nutrition concerns by using a mixture of ground turkey and ground beef. “I think it’s healthier,’’ and, he adds, “It tastes better.’’&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;After the dish simmers for a couple of hours, it’s ready to serve (although, like many soups and stews of its kind, it improves upon standing and can be prepared two days ahead).&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;In the bowl, it’s a tangy, complex, and well-balanced mixture, and as advertised, it is both sweet and hot, but mildly so. The hot dogs have a certain snap, as promised, chorizo adds an intriguing spiciness, and the chocolate disappears into the aromatic red sauce; so does the ginger ale. That process, called triangulation, involves the embrace of the elements advanced by the right and by the left that Americans have found valid, and the rejection of those from which they have turned away.&lt;br /&gt;&lt;a href="http://reports.dickmorris.com/t/2476495/39144912/16481/0/?u=aHR0cDovL3czLm5ld3NtYXguY29tL2EvYWZ0ZXJzaG9jazIvP1BST01PX0NPREU9OTY1Ny0x&amp;amp;x=c90f39be" target="_blank"&gt;&lt;/a&gt;&lt;br /&gt;When our nation encounters a new problem, we welcome vigorous debate and encourage each side to articulate its views and elaborate its solutions.&lt;br /&gt;&lt;br /&gt;But, after a time, we have heard enough and want resolution, consensus and implementation. If Obama heeds that call, he can, indeed, turn his presidency around. But if he continues to pursue his leftist, socialist agenda and uses a feigned moderation as a guise for his radicalism, we will not be fooled again. We have been down that road with him before.&lt;br /&gt;&lt;br /&gt;In healthcare, for example, the debate has left most of us in agreement that insurance companies need to be reined in. They should not be allowed to reject those with pre-existing conditions or to raise rates when their clients become sick. We mostly agree that lifetime caps on benefits are unfair. Since each of us could become sick and run afoul of those rules, we oppose them and ask for their reform. On the other hand, we reject the total revamping of the healthcare industry, the reduction of doctor pay, the cuts in Medicare and the mandatory insurance embedded in the ObamaCare legislation. W. Bush during his failed re-election bid against Bill Clinton.&lt;br /&gt;&lt;br /&gt;“I think I trusted him to tell the truth. I thought he was honest… And I didn’t feel that way about the other candidates,” Dolan said about his support for Bush Sr. in a phone interview on Tuesday. He also said Republican views on taxation and “social issues” appealed to him.&lt;br /&gt;Then when Mitt Romney tried and failed to unseat U.S. Sen. Ted Kennedy in 1994, Dolan became a “full fledged” Republican. Scott Brown shows the contest is shaping up to be a nail-biter.&lt;br /&gt;&lt;br /&gt;The results of a Rasmussen telephone survey released yesterday found Coakley, a Democrat, capturing 49 percent of likely voters while her Republican opponent, Brown, is garnering 47 percent.&lt;br /&gt;&lt;br /&gt;A Rasmussen poll released last week found Coakley leading Brown by a margin of 50 to 41 percent.&lt;br /&gt;&lt;br /&gt;Rasmussen, however, notes the results of this week’s survey are not “precisely comparable” with the earlier results because this new poll included the independent candidate Joseph L. Kennedy by name. The pollster said the previous survey only offered a third choice of “some other candidate.”&lt;br /&gt;&lt;br /&gt;The special election to replace the late U.S. Sen. Edward M. Kennedy is on Tuesday.&lt;br /&gt;&lt;br /&gt;The poll said turnout is key and Brown’s voters “appear to be more energized.” Lower turnout favors Brown, the poll said.&lt;br /&gt;&lt;br /&gt;The survey also found favorability views of the candidates are about the same. &lt;st1:placename st="on"&gt;Public&lt;/st1:placename&gt; &lt;st1:placename st="on"&gt;Safety&lt;/st1:placename&gt;  &lt;st1:placetype st="on"&gt;Building&lt;/st1:placetype&gt;&lt;/st1:place&gt; on January 4, 2010. This gathering brought together, for the first time, five local community republican committees, including &lt;st1:city st="on"&gt;Belmont&lt;/st1:city&gt;, &lt;st1:city st="on"&gt;Billerica&lt;/st1:city&gt;, &lt;st1:city st="on"&gt;Cambridge&lt;/st1:city&gt;, and &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Medford&lt;/st1:place&gt;&lt;/st1:city&gt;, and hosted activists from a myriad of other local towns. Organized by the new Arlington GOP Chairman, 26-year-old Jim Dolan, the meeting was the first of many to initiate a new region-wide focus to elect local Republicans to office. This turnout shows that Scott’s message of lower taxes and fiscal responsibility resonates with the area’s voters who want an end to &lt;st1:state st="on"&gt;&lt;st1:place st="on"&gt;Washington&lt;/st1:place&gt;&lt;/st1:state&gt;’s tax and spend culture.” The group was also pleased to host two candidates for Auditor, Republican Mary Connaughton and Independent Kamal Jain, as well as gubernatorial candidate Christy Mihos who declared, “Our first priority is to support Scott Brown.”&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;This summit, considered to be the largest meeting ever held by the Arlington Republican Town Committee, Dolan said, showed the excitement and energy of the new, modern, and growing Republican Party. Kennedy is running as an independent -- and 7 percent said they were not sure who they would vote for.&lt;/p&gt; &lt;p dir="ltr"&gt;The survey by Rasmussen Reports of 500 voters who say they are likely to cast a ballot on Jan. 19 was conducted Monday and has a margin of error of plus or minus 4.5 percentage points.&lt;/p&gt; &lt;p dir="ltr"&gt;Among voters who are "absolutely certain they will vote, Brown pulls to within two points of Coakley," the attorney general, according to the posting on the company's website. "That suggests a very low turnout will help the Republican and a higher turnout is better for the Democrat," Rasmussen said.&lt;/p&gt; &lt;p dir="ltr"&gt;Democrats outnumber Republicans in the state by better than 3 to 1, but the Rasmussen poll showed Brown leading among voters not affiliated with either party by a 65-to-21 percent margin. Independent, or so-called unenrolled voters, make up more than half of the Bay State electorate.&lt;/p&gt; &lt;p dir="ltr"&gt;Brown was rated favorably by 58 percent of those surveyed and unfavorably by 25 percent, according to the poll. Coakley was rated favorably by 60 percent and unfavorably by 35 percent.&lt;/p&gt;&lt;/div&gt; &lt;div class="articlePluckHidden"&gt;&lt;p dir="ltr"&gt;Rasmussen also polled on attitudes toward underlying issues.&lt;/p&gt; &lt;p dir="ltr"&gt;The survey found that Massachusetts voters by a 53-45 percent margin hold favorable views of the bills now before Congress that would overhaul national health care. But on the 2006 Massachusetts health care law, only 32 percent rated it a success, 36 said it was a failure, and 32 percent were not sure, according to the survey.&lt;/p&gt; &lt;p dir="ltr"&gt;Regarding the war in Afghanistan, 44 percent rated President Obama's handling as excellent or good, compared with 55 percent who said his handling of the conflict is either fair or poor. Only 19 percent said the believed the situation in Afghanistan will get better in the next six months, while 45 percent said it will get worse and 23 percent said it will stay the same.&lt;/p&gt; &lt;p dir="ltr"&gt;Overall, 57 percent of voters surveyed said they approve of the job Obama is doing, compared with 42 percent who said they disapproved. For Governor Deval Patrick, who is up for reelection this year, his job approval ratings are worse -- 41 percent approve of the job he is doing, and 57 percent disapprove. An employee found him, though he said he can't remember the details. He drove himself to Cape Cod Hospital's emergency room, where he was admitted and put through a battery of tests -- all negative. He was discharged after a few hours.&lt;/p&gt;&lt;p&gt;"It was stupid for me to drive myself to the hospital," he said. "I don't remember what or how I got there. I don't remember much."&lt;/p&gt;&lt;p&gt;The employee who found him said she tried to roust him when he was on the ground. "I kept screaming 'Christy, Christy, can you hear me? He got up and was totally out of it,'" said the employee, who asked not to be identified.&lt;/p&gt;&lt;p&gt;After coming to, Mihos decided to drive himself to the emergency room. "I wanted to yank the keys but he wouldn't listen," the employee said. "He said, `I'm fine. Don't slip.'" Today, she said, her boss "looks like he was in a really big fight. I would have hid."&lt;/p&gt;&lt;p&gt;Mihos, who ran unsuccessfully for governor as an independent in 2006, is now vying for the GOP nomination against former Harvard Pilgrim CEO Charles Baker. As Dolan previously served as vice-chairman of the committee, Joe Monju, a Brattle Street resident, was unanimously elected as the committee’s new vice-chairman. Dino Sanchez, of Cleveland St., continues to serve as treasurer, Eva Arnott, of Lake St., and Glenn Parker, of Randolph St., both continue to serve as recording and corresponding secretary respectively.&lt;/p&gt; &lt;p&gt;Dolan said, “I am proud to help lead the growing Republican resurgence in Arlington. Associate member  Sean Harrington attended with other AHS students Robert Shea Tyler Kiener and Jake Mahon. Helen Hatch, state committeewoman was present.&lt;br /&gt;&lt;br /&gt;The minutes were read and accepted.&lt;br /&gt;&lt;br /&gt;In the absence of the treasurer, the corresponding secretary reported a balance of $265:72.&lt;br /&gt;&lt;br /&gt;Sean Harrington introduced fellow students Jake Mahon who was the winner of  the Lions Club speech contest and Rob Shea and Tyler Kiener.&lt;br /&gt;&lt;br /&gt;Mary Connaughton, candidate for State Auditor, presented her qualifications to the group.  She is a CPA who had been appointed to the Turnpike Authority by Mitt Romney and is running for the open seat. Her phone # is &lt;span style="color: rgb(255, 0, 0); font-weight: bold;"&gt;617-970-9556&lt;/span&gt; and her postal address is box 1641, Framingham, 01701&lt;br /&gt;&lt;br /&gt;Helen Hatch reported on the recent override in Billerica which passed partly because the insert which opponents had paid to have inserted in the local CNC weekly newspaper was not inserted and the check which had been sent  promptly to pay for printing,had not been cashed.&lt;br /&gt;  &lt;br /&gt;There will be a 'Meet the Candidates" event at the Great Mandarin at 4 Corners, Cambridge Street, Woburn at 5:00pm on December 6.&lt;br /&gt;  &lt;br /&gt;The State Convention will be in April.  The signed forms need to be received at the state office by November 30.  Delegates will be selected in January.&lt;br /&gt;  &lt;br /&gt;The state committeewoman and the acting chair both decided to not endorse a gubernatorial candidate until after the primary.&lt;br /&gt;&lt;br /&gt;A new chair was needed after the retirement from that position of Judy Quimby.  Jim Dolan was proposed by Charles Simas and seconded by Dick Ford and was elected unanimously.  A new vice-chair was needed to take Jim Dolan's place in the position.  Jim Dolan proposed Joe Monju and Eva Arnott seconded.  He too was elected unanimously.&lt;br /&gt;&lt;br /&gt;Sean Harrington declaimed the speech which he had given at the Lions Club speech contest on the topic "Is America Truly the Land of the Free".  It was received with applause.&lt;br /&gt;  &lt;br /&gt;The ARTC blog is going well.  Future meetings will be announced at AHS. Coughlin was fired along with Ottoson Principal Stavroula Bouris in the summer of 2007 after school officials discovered seemingly romantic e-mails exchanged between the two. Ken Donnelly, D-Arlington, took time to break bread with members of the Burlington Breakfast Rotary Club at Bickford’s Grille last week and was blunt in his assessment of the state’s fiscal misfortunes.&lt;br /&gt;&lt;br /&gt;His comments came prior to Gov. Deval Patrick’s decision to spare local aid to cities and towns.&lt;br /&gt;“Looking at the revenues for this year, they’re already down $212 million and they project to be down about $600 million for the year,” he said. “More importantly, we’re looking at about a $2 billion to $3 billion dollar structural deficit in our budgets for the state.&lt;br /&gt;&lt;br /&gt;Massachusetts, said Donnelly, has a $32 billion budget. On the House agenda for a formal session Wednesday is legislation that would empower the nonprofit Home of the Brave Inc. to partner with the state to operate public homes for honorably discharged veterans with at least 180 days of service.&lt;br /&gt;&lt;br /&gt;The homes, to be funded by “available federal and state funds and private funds,” would be available to “veterans who were residents of the Commonwealth at time of entry into the armed forces or at the time of application and to the spouses, widows or widowers of eligible veterans, provided that suitable facilities are available,” according to the bill. A revised version of the proposal (H 624), sponsored by Rep. Coughlin appealed the dismissal in a nearly two-year-long arbitration that ended Oct. 27.&lt;br /&gt;&lt;br /&gt;The former Ottoson principal, Stavroula Bouris, was also fired and is in arbitration. She and Coughlin have laid the groundwork for a lawsuit against the town.&lt;br /&gt;&lt;br /&gt;Those two pending and ongoing legal battles were key in convincing Town Manager Brian Sullivan to appeal Coughlin’s award, according to his Nov. 2 letter to the interim superintendent.&lt;br /&gt;&lt;br /&gt;If the town does not challenge the arbitrator’s decision, its insurer might not cover the town for Bouris and Coughlin’s civil claims, the letter said. It’s much shorter and focuses on bringing down costs rather than extending coverage to nearly all Americans.&lt;br /&gt;&lt;br /&gt;A 230-page draft was obtained Tuesday by The Associated Press. A spokeswoman for Minority Leader John Boehner, R-Ohio, said changes were still being made before the bill would be finalized in time to offer as an alternative when Democrats begin floor debate on their bill, possibly at the end of this week.&lt;br /&gt;&lt;br /&gt;The bill leaves out a number of the key features of the Democrats’ 1,990-page legislation, such as new requirements for employers to insure their employees and for nearly all Americans to purchase insurance. Guests were Philip Lohnes, Maria Romano, Anthony Ventresca. John Mulloy - j.mulloy@neu.edu - 508-423-4069 came to speak for Charlie Baker, candidate for governor.&lt;br /&gt;&lt;br /&gt;The minutes of the September 17 meeting were read and accepted.&lt;br /&gt;The treasurer was absent. $16 was collected at the September 17 meeting and $70 from the sale of buttons at Town Day.&lt;br /&gt;&lt;br /&gt;Maria Romano, from East Arlington Concerned Citizens Committee presented that group's suggestions for changes in the proposed plan for Mass Avenue between Pond Street and Alewife Brook Parkway and asked for the ARTC's support in collecting signatures for a petition in favor of their Residents Corridor Plan. Her group will have a selectman candidate next at next Spring's election.&lt;br /&gt;&lt;br /&gt;John Mulloy spoke for Charlie Baker's campaign for governor. The ARTC would like to hear him speak, preferably in Arlington. Christy Mihos has visited the town and spoken to a high school assembly.&lt;br /&gt;&lt;br /&gt;Helen Hatch sent a message reminding members of the process for sending delegates to the Republican State Convention . We will have one delegate for every three hundred Republican votes at the 2002 gubernatorial election.&lt;br /&gt;&lt;br /&gt;ARTC members are invited to a meeting in Billerica on November 8 where Christy Mihos will speak and to the Billerica Christmas Party. This will be a good opportunity to meet other Republicans in the senate district.&lt;br /&gt;&lt;br /&gt;Sean Harrington reported on Christy Mihos' talk at AHS and on the TARS group of teenage Republicans which he is organising at the school. There will be a national conference in Washington in July which two members would like to attend at a cost of $1,000 each. AHS will have a production of 'Our Town' on November 13 and 14. Sean suggested having a debate between some ARTC members and some ADTC people. He will have the Facebook group up and running by late November.&lt;br /&gt;&lt;br /&gt;Judy Quimby announced that she intends to stop down at the next meeting. She reported that Town Day had gone well. Future meetings should not take place on the third Thursday of a month as this conflicts with the Lions Club.&lt;br /&gt;&lt;br /&gt;There will be a Special Town Meeting on November 16 which will vote on whether to have a seven-per-cent meals tax instead of a six and a quarter.&lt;br /&gt;The primary for the US senate seat will be on December 8 and the election on January 19.&lt;br /&gt;Papers need to be taken out for local offices, including Town Meeting by February 11 and returned by February 27.&lt;br /&gt;&lt;br /&gt;Citizens for Limited Taxation, of which the ARTC is a member, has financial problems and will close its office on November 16 unless its $60 brunch at Lombardo's on the 15th raises enough money for it to stay open.&lt;br /&gt;&lt;br /&gt;Judy reported that TM Andrew Fischer would like to address the committee on the subject of having a town-wide insurance pool.&lt;br /&gt;&lt;br /&gt;Dick Ford sent a list of good ideas for next year's Town Day which were read out.&lt;br /&gt;&lt;br /&gt;Respectfully submitted,&lt;br /&gt;Eva Arnott (Rec.
